does your pc have bluetooth??...most of em dont

If you have built in bluetooth or a USB dongle, you may need to switch it on in Network Connections from Control Panel.

depends on what bluetooth software you are using. if using blue soleil which is one of the most popular just click on the orange circle in the center. this will search for your devices. when it find the device you want to transfer to click file transfer, then drag the files to the transfer list on the right, then click transfer.

Did you get a 'dongle' to plug into your USB port?
If you did it should automatically detect it when you plug it in.
If not then you'll have to buy one.
