You must be cute or giving them a very flattering look when you do it to be getting a smile.
I think I have once or twice enjoyed being checked out, because they were cute and doing it in a sweet way.
Maybe you could give other guys some lessons!

I would think it depends on the woman you are checking out. Some people enjoy the attention while others could consider it harrassment. I wouldn't misinterpret the smile though, it could be out of nerves (I know that's why I might smile if I notice a guy checking my boobs out) and not because I like it. Though, if you get a smile from her, why not go up and talk to her, that would be the best way to find out!

Personally I hate it,which is why I don't wear revealing tops. I guess if you do it right(as in not in a pervy way) then some women might like it,depends on the women really! If a women is wearing a low cut top then shes pretty much asking you to look at her boobs so go for it!

I'm flattered sometimes, annoyed sometimes, it depends on the situation and on the guy doing the checking. It's annoying to be checked out by a 12 year old or a 90 year old, but if a legal age hot looking guy checks me out, I feel good. It's just an ego thing.

as a guy i never try to stare blatantly at a womans boobs or other body part, however i do check them out discretely , but sometimes i will look to long it happens due the deer in the headlight phenomenon or being a bit drunk .
somtimes they love it.sometimes they hate it .
I find out if i get caught checking out a women too long by accident that a good smile on my part helps to turn it around .I do try to convey that acccidentalness of it all by dropping my mental defences a bit by allowing them to see me being bashful, pensive side.

It makes most women a bit embarrassed or uncomfortable. I know this from conversations with my other female friends. I, myself, have never had anybody check mine out (that I know of), probably because there really isn't much to check out. Thanks for asking, though!
