Firstly a full service. Secondly make sure all the timing is dead right. Thirdly in the full service (if petrol) make sure spark plugs are replaced or injectors if diesel are cleaned/refurbed as necessary (Lucas do this, get someone to pop them out if you are not that familiar).
Also make sure that there is no blowing on the exhaust manifolds, or anywhere along the exhaust system.

These are the obvious things that spring to mind as a correctly maintained non modified car like this should pass.

A good service would help. If it's a diesel, one trade trick is to chuck some cleaner in the air-intake and give it a good thraping up to maximum revs - like foot flat on floor in second for several miles. People behind you won't be happy, but it doesn't half get rid of crud!

You need to check what it is burning to make the co (PPM) high. It is of no use going for injector change or carb rebuild if the car is burning engine oil that will make your co high! So ask yourself if it has been using much engine oil then if it has not been using oil. Start looking at the other items that the people here have mentiond. But dont go throwing you money away when your engine might be buggerd!!

Replace oxygen sensors. Possible check/replace coolent sensor. Check EGR vacuum lines. Check EGR ports for clogging.

Whole can of injector cleaner in with low fule.
New air filter.
Give the engine a good long hard run.

make sure to take it to a reputable garage and get them to check the timing and change the spark plugs. You can also put some Redex additive into your fuel, you can get it from Halfords, to clean the fuel lines and reduce emmissions

are you sure it failed on the c02 emmisions and not methane as this car is known for being a pile of shite
