Cement is an ingredient in concrete. Portland cement is a common ingredient in many different forms of concrete, masonry mix, tile grout, thinset mortar. There are different types of Portland cement (Type I, Type II, Type III), one is white, which contains no iron and is more often used when colored concrete is needed.
The strength of the final result depends to a very great extent on how it is allowed to cure. Most concrete reaches about 80% of its final strength in about 3 days, but for maximum hardness it should be allowed to cure for about 10 days to a week. This is done by keeping the concrete wet and not allowing it to dry out. Even so, concrete will contiue to harden for years.
A basic concrete mix will contain about 1 part sand, 1 part gravel (you can use pea gravel), 1/2 part portland cement, and about 1/4 part water. The water may need to be adjusted depending up the dampness of the sand and gravel. When mixing, after all the ingredients are blended together, allow it to stand for about 5 to 10 minutes and then mix it again. It is now ready for use and will be workable for about an hour or so, although I have used it for considerably longer periods if it is kept mixed and not allowed to begin to set up too quickly.

Cement, most commonly referred to a "Portland" cement is a component of concrete along with water, fine and course aggregates. Most people use the terms interchangeably, but they are two different things. Mortar, which is used to keep brick or block walls together is a mixture of cement, sand and water. The ingredients aren't just thrown together, there are specific formulas and the amount of water included in the mix is critical, too much water weakens the concrete, which hardens through a chemical reaction, rather than drying out as most people think.

Cement is an ingredient in concrete, much like flour is an ingredient in cake mix. Dry, powdered (portland) cement is blended with sand, stone and water to produce concrete. Kuhlman Corporation is a producer of ready-mixed concrete.
A cubic yard of concrete measures three feet by three feet by three feet, or 27 cubic feet. It will weigh about 4000 pounds. It will cover an area of 81 square feet when placed four inches thick
anything you want really
4 to 1 is a good mix for brickwork but if you want a harder or stiffer mix then just add more cement or a little less sand but keep the mixes the same if your work is being exposed or you will end up with different colours

Cement is the hardener you add to other products I.E: concrete is made up of sharp sand stone and cement (stone comes in various sizes so be sure to get the right one for the application you require the concrete for).
Mortar you require building sand and cement there are additives you can use with this again depending on the application.
concrete is what is needed for your yard a mix used by myself are 3 shovels of sharp sand 1 stone & 1 cement, laid at a minimum of 3" for walking on ONLY 6" to drive a car on or 4" with re-inforcing mesh.
If you have a lot to do get ready mixed delivered they will mix it according to your needs.
Good luck.

Concrete is stronger. Cement is mostly used to make mortar using water, cement, sand. Where as Concrete has gravel in it to give it more support.
Concrete is sometimes used when laying block. The concrete and rebar help to support the wall

yeti_tibet has it right.
Cement + water react chemically to form the "glue" that holds the rest of the ingredients in concrete (sand and gravel) together.
The sand and gravel give the concrete more strength.

Concrete is made of water, cement, sand and aggregate
Cast it in with reinforcement bars make it strongest
This is called reinforced concrete for structures
Cement mortar, which is what I think you are mentioning by cement
This is a mixture of water, cement and sand
This is for binding bricks, tiles or plastering works and etc.

I don't really know much about either, but here's what I think. Cement: stuff construction workers and other pour into/onto the ground and it is soft. Concrete: the solid version of cement. Good luck!

Apparently, concrete is stronger..
Cement is the un-set element of concrete..
You buy concrete AS cement, then add water and stuff... then it becomes concrete.
