Ive bought a 22 year-old left back from brazil called Marcelo he came to my premiership club in the january window everything went through fine - but i haven't been able to play him because he needs a work permit. Its almost a year since i bought him and i still can't play him. When can i expect him to gain a work permit?

You either have to wait until he reaches the required amount of international appearances or until he gets a passport(dual nationality).
The other solution is to affiliate with another club on the continent,such as a Belgian club,and send him out on loan until he is qualified to play in the Prem.
There is no quick fire solution to this except to avoid these players unless they have dual nationality.

if you keep him at your club it is 5 years till he gains an english passport but if you have an affiliation with a belguim club send him there and he will gain it in about 3 years on a e.u. passport other than that just prey he gets one on appeal or just go into edit mode and go from there
