They are text messaging abbreviations. Instead of typing an entire phrase, abbreviations are commonly used.

lol = laughing out loud. It's amusing.

4 = for

y = why

u = you

ur = your or you're or you are

btw = by the way

b = be

ic = I see

8 = ate

2 = to or too

falik = for all i know

and so on. While they are acceptable for text messaging, I don't like reading them. In regular correspondence, they seem lazy to me.
