basically it means overhauling the government system.

There is unrest in the Phillipines over the Government's plans to amalgamate the upper and lower houses of parliament into one chamber with some form of plebiscite by constituency as for the UK House of Commons. There is strong opposition from lawyers and the Church but I don't know their issues which seem to be about boundary manipulation and it all being done too quickly.
