First off, if you had at any point a need to install a spy blocker program at any time, your system is probably already compromised.
I'd recommend backing up all your data and running the recovery cd or reformat/reinstall of windows. (Don't forget to back up all your data, it won't be there when you're done.)
Make sure you install Firefox (see references) and never use internet explorer. This will greatly reduce pop ups and unintended spy ware installations as Firefox does not include those features.
Next, research anything you download from websites before running it. If you haven't heard of it, this adds to the likelihood of it having spy ware bundled inside. If you get stuff from download.com, read ALL the notes about stuff you download and don't download anything that mentions bundled software. If you do, innocuous bundled software can easily download spy ware.
Ad-aware, McAffe, and Norton do not offer that great of protection and they slow your system down. Instead use AVG Antivirus from Grisoft (see references).
Hardware upgrade at this point will probably cost a minimum of $200. You'll likely need to replace Mainboard, CPU, Memory, and CPU Fan. Smaller retailers are usually more helpful in finding compatible components. [Note: Compatibility with each other is all you need. Don't worry about what you currently have. Most of those devices I didn't list will work with the new hardware.]
(I'm not negating the Linux comment that someone else posted. I'm just a realist and realize that Linux has a ways to go before it's read for prime time.)

Well my suggestion would be to get a faster processor. 1ghz is not very fast now days. Not only that It also depends on everything you are running in your processes. If you kill processes you do not use then it will help a little. As well Windows is not the fastest or most stable operation system there is. If you run unix operation systems such as suse, gentoo blah blah your speed will be faster then a windows box. Only thing i use windows for is gaming.

Buy another hard drive and dual boot Linux. Linux isn't bloated so much and doesn't suffer from the troubles of Windows as regards virii, adware, spyware, bots, drive-by installs etc. An extra HDD will be peanuts and Linux can be downloaded for free.
The life of your PC could easily be extended for another 7 years.
Go to http://distrowatch.com - any of the top 5 - I use Mandriva Linux.
