You can set up a broadband reseller company quite easily. Im not sure of the quality of service, but you could try http://www.affinitypath.com/ which I believe is free (or virtually so). Otherwise, type "become an ISP" into Google and you'll see that there are plenty of companies who offer such services.

Most broadband in uk is rented via BT, contact BT wholesale now BT openreach and they should be able to give you the information you need.
