your Internet provider may have programmable settings, many do, if in question give them a call, if they have them it may be easier than other alternatives.

You have several real choices including installing parental control software, selecting an ISP that offers control over who gets to see what(rare) or installing a firewall or proxy between all of you and the internet which you can set rules as to who accesses what (requires some IT know-how) or signing up to a 3rd party proxy filtering service who would filter you existing internet connection for you.
Many web browsers have simple content filtering tools but these are easily overridden by a tech savvy teen or minor.

If you wish to restrict what your daughter does on her P.C. please purchase an anti virus package i.e. Norton or McAfee which allows you to enter parental control features, so that your daughter wont be exposed to any inappropiate sites. Make sure that you are the main a/c holder when you set up your daughter's P.C. and have your a/c users name protected by a password so that your daughter cannot turnoff the parental control feature!
A word of advice too.....run an anti virus check everyday when you open your P.C. as this will help protect your computer.

More and more firewalls are coming with parental controls.
Zonealarm Internet Security Suite

and
Panda Internet Security

Either one of these programs will keep your daughter from accessing websites that you feel are inappropriate. Plus you can add a password so that only you can change the settings. And depending on how old your daughter is you can set the filters for kid/teens/adult.

Apple macs now have extensive and very good parental controls built right in - you can control every aspect of what your child can access and see. PC controls can be circumvented by any 12 year old, I'm afraid.
