Topless sunbathing in the South Beach area might be tolerated, but it's technically illegal, and there's nothing to ruin your day like being ticketed or arrested. Also, the South Beach crowd tend to be very body-conscious and fashion-conscious, and I personally feel inadequate there.

If you want to sunbathe topless in a more welcoming area, try Haulover Beach. It's not very far from South Beach, and it's the only public beach in South Florida where nude sunbathers are welcome (and rude people are unwelcome). You'll see people of all shapes, sizes, and ages who share your appreciation for unclothed tanning.
