In truth, nobody knows. Mexico City is probably the largest with a population of 30-35M, but no one knows the exact count and there is no reliable census. Tokyo is probably the largest with a reasonably accurate census. Bombay's population actually fluctuates by as much as a million or more in any given week.

By the way, the most densely populated city in the world is the city of Ebeye in the Republic of the Marshall Islands.

It really depends on what you mean by "city" and who you trust to take a census. Particularly in Third World cities, population counts are really only educated estimates, so it's really anybody's guess. Moreover "city" could mean a single incorporated area, or it could extend into a megalopolis. That said, arguments could be made for Tokyo, Shanghi, and Bombay in Asia or Mexico City, metro New York, and Sao Paolo in the Americas. I've also heard people recently argue for Cairo.
