What would happen if parents worldwide were limited to two children?

Seems like, worldwide, the dumber people are, the more children they have.

Nothing much to the developed countries, since most don't even have more than 2 children. People nowadays don't even want to have kids.

In China, the citizens have to stop at one. In Singapore, during the early 70s, the citizens were asked to stop at two. Do you know, now the governments of this 2 countries find that it a failure that the citizens respond too good to this and they revert back, even giving "baby bonus" and promote of having more babies.

now in Iran, most parents tend to have only one child.
a few of them don't want to have any.
nowadays, having a child would mean having more trouble, because most parents work, both wife and husband, so who will take care of the children?yes, day care facilities, but it'd never fill the child's need for his/her parens' love and his/her need to be with them, to see them, to play with them and to feel that he/she has a real mother and father.
