The two computers have to be connected to each other through a router or crossover cable.

Make sure both pc's are on the same network workgroup, i.e HOME, MSHOME, WORKGROUP etc. If they are not change them so they are the same and restart.

You can check this by right clicking 'My Computer' > properties > computer name tab. There is a section 'workgroup'. If you need to change this press the change button and edit as needed.

After you have checked and done the previous, go to the folder you want to share. Right click that folder > sharing and security > select share > name the folder as you want seen thru the network. Usually you would keep the folder's name and append the device name to it. For instance myImagesOnLaptop.

Once you have that folder shared, jump on the pc that you want to retrive that information. Open the 'my network places' and on the left menu click 'view network computers'. Choose the computer the folder is on and you will now have access to it.

Alternativly you can access this much faster if you know the computer's name. Open IE and type in: \\nameofcomputer
You can drag the icon into your links or save as a favorite.

If using Windows go to Start > Settings > Network and Dial-up Connections. Right mouse click on the LAN connection and make sure that these 3 items are installed.

Client for MS Networks
File and Printer Sharing
Internet Protocol (TCP/IP)

do this for both systems. Then go to My Computer and right mouse click. Go to the Network Indentification tab. Enter a name for the PC and a name for your workgroup or leave the default name of "workgroup". Do the same on the laptop and reboot both of them. When the come back up you will be able to browse "My Network Places" and you will see both systems. Pick which folders you want to "share" on the network by right mouse click and got to "Sharing" and name them want you want. After a little you will get the hang of it.

I hope your system's IP address is 192.168.1.3. Please check it from Control Panel -> Network Connections -> Right click on the networok adapter name and click on properties. Select Internet Protocol (TCP /IP) and then click on Properties. The IP address should be written here. If it is a dynamic allocation, kindly configure both the PCs with a static IP address scheme.
