But seriously, I believe it is who ever either own the land that the wishing well is on OR whoever repairs, cleans, and generally maintains the well.

The pennies and other various coins are collected by the wishing well gnome. This gnome will then melt the coins down and drink the liquid. This is his only source of substance, so be sure to continue making wishes.

I would say check for info, like plaques, around the well. Once I noticed at a mall that the proceeds would go to a specific charity. Otherwise, I would assume that which isn't stolen would go to the owner.
