Usually there is one of two reasons people do that, either they are losing real bad, and hope that you or someone else at the table quits the game (that way the slowpoke won't lose points), or they are just a childish person trying to be irritable. Usually, if the latter is true, they are also probably abusing the free service yahoo is providing, so you should report the abuse to:
http://add.yahoo.com/fast/help/us/games/cgi_abuse
Include Yahoo ID name, game, lounge, date and time and a screen shot.
What I do when they do that is to try and be nice to that player first (remember that you are dealing with a child) Say something like "I'm sorry that you didn't make your bid", or "I'm sorry your partner is not co-operating with you" or whatever you think the reason is that they started stalling, and ask them to please play, if they don't co-operate, tell the player that you are going to report them and that you just took a screen shot of the abusiveness. Then start another game, announce in the lounge that the player is a staller and check back every 3 minutes, tell the player that you are not going to tolerate abusiveness and that the abuse report was sent to yahoo while they were sitting there waiting out the 3 minutes. Then ask the other players to also report him and type the address: "http://add.yahoo.com/fast/help/us/games/cgi_abuse" into the room so that the person knows you are serious.

3 mins is the alloted time Yahoo allow for a play to be made..........so it alone is NOT abuse....you can start a new game, while the "slow poke" is taking time.... but if verbal abuse is being typed take a screen shot and email it off
