It helps to be attractive. Or horribly ugly in a particular way but you get typecast and that's OK. Dont' knock typecast it's a good job and pays well.

You really need to live in LA for TV and Film. Working in Hollywood or Bev Hills is a big plus.

If you work at a job that allows you to both stay fit for film as well as network socially like being a fitness instructor or massage therapist. You will have much better exposure to a variety of people that can help you than say waiting tables at a diner.

Be happy, optimistic, assertive, have a sunny disposition and be good at what you do other than acting. This will go a long way with Californians because you will fall in line with their particular 'good vibration'

Also, people respect you more if you are already successful in another profession that earns good money and provides a more stable fallback job while you work for 10 yrs at getting your break. You also have to attend auditions all the time, every chance you get. Practice your skill by getting involved in a small community theater, sign up for auditions to a play.

finally, and this is very important (it applies to life in general), know that luck may not be on your side, but if you have the right attitude, opportunity will always be. Do NOT hesitate to take an opportunity by second guessing it. Just do it. When you are a big celebrity, you can hire a manager to do that for you. That would then be a high class problem. Just do it, do it well and go from there. After your first couple of gigs, join the screen actors guild. As you go along with little opportunities, bigger ones are around the corner.

You have to have the ability to tell lies and do it in a believing way. Also the abililty to turn on your emotions and the ability to turn it off in a flash is crucial. If you have all that, you can make it in showbiz.

Oh yeah, you have to be somewhat charismatic.
