In simple language, this means that either an event will occur or not at all.For example, if you apply strong stimulus to a nerve cell, it will transmit the impulse.Now make the stimulus feeble, it will still pass the impulse.Keep on reducing the intensity of the stimulus, there will come a stage when the impulse will not pass at all.In other words, below a threshold value there will be not any effect of the stimulus at all.
