No, it is not true that we are all microchipped and spied upon. That's a paranoid fantasy. However, should the government decide it wants to spy on a particular person, the technology and laws are in place to make this incredibly easy and difficult to detect or to defend against. And (I'm assuming you're in the US) the National ID card law has already been passed - it only awaits implementation; it is not much different from a compulsory microchip. The government is in fact developing a database of citizens' travel, insurance, health, financial, purchasing, and any other type of personal data you can name, and although currently it is probably useless because it's a big bureaucracy running it, it's still worrisome because of the vast potential for abuse, and lack of legitimate uses.

Not everyone no. But some are now because of the provisions allowed by the patriot act. This administration is more paranoid than even Nixon, For very good reason.
If much of the facts ever got out to the majority of the American public it would probably cause a whole lot of riots if not a bloody class war or even a civil war or revolution.

I wouldn't be very surprised if there were some measures in place to watch generalized activities. I wouldn't be shocked if they had a list of people who had checked out "risky" books. Wouldn't be amazed if they were notified the minute death and president or some such words were sent across the internet through email or forum post or website. And definitely wouldn't be surprised if once you did any of those things you went on a permanent life-long watch list.
