I think its Japanese and its from an anime or japanese game. My husband is Japanese and its some kind of attack.

This is Japanese and it describes some sort of martial arts move
(I gather a standing roundhouse kick, from the Japanese I remember). It is from the video game of Street Fighter.

P. S. I did a little more searching .
This is known as the "vacuum tornado whirlwind kick" and is a highly effective but somewhat easily countered.
