Maybe due to the fact in the event that they blame the locals who cannot damage the BBC it is more secure then blaming tremendous businesses who purchase promoting on BBC? Wouldn't it be nice if some of the money was donated to charitable organizations that could assist with the problem?

However, don't fear that the BBC is loosing money. The profits they take from PBS and Discovery are enough to cover expenses.
