Not sure what you are really asking. If you want to ping a computer 5000 times you would type this at the cmd prompt.
C:\ ping IP address -n 5000

Too Vague! PING is a command you type in from the command prompt to see if a website is up. It sends out 4 packets and looks for 4 responses. A firewall or proxy server could block a PING outgoing or incoming giving you a 0 response.
