You really can't. Dial-up speeds top out at 56k (53k in the US) and you'll rarely see connections that fast. The speed you connect at depends upon the distance to your telco's Central Office and whether or not there are any analog to digital converters or multiplexers on the local loop. Most telcos will only guarantee 28.8 or 33.6 connections.

You can't. It's limited to the amount of info that can be pushed through the phone line. Cable lines can carry more info(bandwidth) at one time so they offer a higher speed.
