The titles are pretty much synonymous most of the time, especially in smaller shops.
In larger organizations, a network administrator generally adds users to the network, resets passwords, sets up groups and security, etc. A systems administrator generally handles firewalls, routers, switches, printers and other infrastructure. Either one may set up and maintain servers.
A lot of it goes down to semantics or even politics. In the place where I work (over 150 folks in the IT department) all of those tasks are performed by folks whose basic job title is Network Analyst.
