Same reason every one else does it... for the money.. very rarely it's a case where the owner's just don't have the ability to take care of things... but it does happen...
If your so worried about it, why not buy them up and rehab them? It's all over the world, where would you begin?? hehe... its not usually against the law to be poor... but i'm sure there are laws that should make a landlord fullfill his duties, just not sure where to find out.. guess you could call a laywer..

You seem to insinuate that ALL Canadian landlords rent out "dumps". To do so is terribly naive of you. I've seen far worse homes/"dumps" (as you put it) in the USA, than in Canada. Homes that are infested with rats and/or cockroaches. *I* have NEVER seen a rat, nor a cockroach...except on television.
