In addition to what Nicholas F wrote, you need to check your operating system to make sure the drivers are correct for your sound card. You also need to make sure the speakers are not muted in the OS. If you have Windows XP, you can do this under the Control Panel => Multimedia. Another tip is to use the Sounds icon under Control Panel. Play several sounds to test your hardware and speakers.
If you find that the speakers aren't working, but the hardware/drivers are OK, then here are a couple of things you do to test the speakers further:
1) Reseat the plug in the back of the powered speaker.
2) Reseat the plug at the wall outlet.
3) Plug the speakers into another outlet.
4) If you have an EXACT match for the power adaptor, try it.
** The tip polarity and power rating (Volts/Amps) *must* be exact. ** [If you don't understand this part, DO NOT use tip #4 at all.]

Two ways to check your speakers.
First connect a headset from a CD player in where the speaker plugs in at the back of your computer while playing music. If you hear music through the headsets, you will need to get new speakers. If you do not hear sound, either double click on the speaker icon in the system tray and make sure none of the boxes are muted. If you don't see a speaker icon in the system tray click on Start then Control Panel, choose Sound and Audio Devices, and click on the Advanced button, make sure none of the Mute boxes are checked. Worst case if none of the Muted boxes are checked, and you still cannot hear sound while the headsets are hooked to the back of the computer the sound card is shot or the there is something wrong with the drivers. Or plug your speaker into your CD player where the headphones normally hook up, and no sound get new speakers.Best of luck.

I agree with what Nicholas F. says. You may also want to check the on/off switch and the volume on the speakers themselves. Also be sure that the wires on the speakers are hooked up correctly.
