I would choose a place near to a group of friends or family that I would feel would be a good influence on my baby. You need to have some friends/family to see from time to time without travelling a great distance. I would also take into account the type of occupation that I wanted to do as the baby grows up and the weather that I would want to be around. Some people are not comfortable in COLD WINTER WEATHER and others are NOT COMFORTABLE in HOT SUMMER WEATHER!! The ultimate decision must be yours and you probably want to only do this once. Higher income probably means that you want a larger city but low crime means that you probably want a smaller city. It is tough to get both at the same time. Not having a clue where you are now.Canada has universal health care, your never going to go bankrupt for getting ill or having a sickness.Canada does not allow guns, they are illegal.
Those are my favorite things off the top of my head.
If you dont like cold weather you basically have to live in British Columbia because the entire rest of Canada gets very cold in winter, I am talking -20 kind of weather.BC is the warmest place in Canada, and it's still no Florida ;-)
The USA is a great place to, they have more of a backbone when it comes to enforcing laws, Canada lets people get away with too much and no one stands up to it.If you get caught growing marijuana in BC and its your first offense you will basically get a fine to pay, no jail time at all.In the USA you get like 5-7 years of jailtime.Murders in Canada get 25 years but are out in 6 with parole.In the USA they do a greater amount of their time.
Sorry if this seems biased I just dont know about anywhere else except the USA and Canada, I am a dual citizen but choose to live in Canada with my wife who is also dual, and my 3 children.Its just safer, but with all the same benefits of living in the USA, and then some.the birth of my kids in the USA, would have cost us about $21,000 for all 3... In Canada it was all free.

I don't know what to tell you. What seems right for one person is not necessarily right for another. Maybe you can search the internet for the areas you might be interested in. Some of the sites tell you about the economics and crime rates of certain cities and towns. Good Luck and I wish you well wherever you end up.

For lower standard of living come to the Philippines if you have a acquantance here. Never mind the crime, you can always avoid hem.
