On Windows, you can go to the Start button, go to All Programs or Programs, go to Accessories, and go to Notepad.
Notepad is a free text editor that doesn't add lots of odd stuff like Word or Wordpad.
All web pages start with an html "tag", like this:
Most web pages contain a body tag, which is the signal for the browser to look for the stuff you want your users to see in their browser:
Then you type in what you want folks to see:
This is my first web page
Then when you're done with the stuff you want seen by your users, you use an ending body tag that has a slash in front of the name of the tag, so the browser knows you're done displaying stuff to users:
Last, at the end of the web page, you use an ending html tag:
Now you have to save the file-by going to the menu and choosing File-Save. Pick a place to save it, but you want to save it with a name and a period and an extension of html or htm:
mypage.html
To test it, you could go to where you saved your web page, and double click on it. It'll open up in your default browser.

name of file.html
the html content is the web page

You can buy a html book to learn or take help from websites by searching it on google.
Then ask your dad or ask your net connection ofiice to upload it.
