PUPS means Potentially Unwanted ProgramS. That's a very general class of software that doesn't quite pass muster as spyware or malware but has some limited spyware-like behavior or may be something that some people don't want on their computer while others do. PUPSC is just a sub-category of the same type of software or programs.

A good example is NewDotNet Names. It supports non-standard top-level domains such as .news or .xxx. On a home computer it's relatively harmless but in an enterprise setting it does things that interfere with network communications and cause lots of problems.

The guy who writes Spybot has been sued by several spyware authors. His fix was to set up the PUPS category and disable detections for them. As the user of the program you're free to uncheck those options and have them removed from your machine. Was that a cop-out? Maybe. Or maybe he just can't afford to defend himself against the lawsuits since he doesn't make much money from Spybot.
