The first time I shaved I was maybe 12 or 13, but that was the "peach fuzz." I didn't have to shave on a weekly basis until I was 14 (still peach fuzz) and in JROTC. I'm 34 and can't stand having to shave, but more annoying is the beard. Go figure. :)
As some advice that I never received, if you need to shave (and it's not an issue of manliness if you don't), use shaving cream or gel and get a steel razor, not plastic ones. Shave down on the face and shave up on your neck. Save your lip and chin area last and always rinse your razor after you've shaved a stroke or two.
Avoid electric razors if you can (though they do seem easier). They are likely to leave razor burns (little red irritating bumps) under your chin and on the neck.

My mom told me I could start shaving when I had 7 hairs under my arm . . . I counted them EVERY day until finally I HAD 7 and she gave her blessing by buying me a razor . . .gosh, I think I was 11 or 12.

I think it was around 12-13, when I finally got to the point of needing to get rid of the 'peach fuzz' all over my chin.
