Well there are a lot of factors. One may be genetic mutations or adaptations. Another is Media. Believe it or not from the time we are very young the things we see and hear shape us, and when we are constantly told this look is attractive it is in our head that it is attractive.

It's not universal. There is a study that say in northern Europe there was alot of hair and eye color mutation. They believe that this mutation gives a female an advantage to finding men. (Please don't call me sexist, since this is not my opinion, but that of a few scientist) Females were very dependent on men for food, and they tend to look alike, so a different hair or eye color sets them apart and gave them an advantage to find a mate and a food supply. Since Blond are rarer, Men find them attractive to prove they are superior by catching something less available.
