LOL will I have some questions for you.
Do you have little kids?
Do people lean back and push it off not knowing it?
Is it the right top? Still that was asked.
Does it do it while your watching it?
When you flash?
When no one is around?
Is the toilet loss from the floor?

Sounds like you do not have the right top. The one you have doesn't fit your toilet. You'll have to measure your toilet and take it to either Lowe's or Home Depot and get a new top that fits.
A good way to measure it to make a template of the toilet's top with a piece of cardboard. Put the cardboard on top and draw a out line of the top of the toilet on it. That way you can match it up with the right size.

Your toilet fill valve will turn one way or the other, and lock in place at whatever level you want the water to be. Adjust the water level, and leave the flush riser facing the flapper. That will keep it in place.
