I don't think it is. Dialogue can only be used to resolve a problem, which the parties can compromise on. Kashmir is a dispute that at heart is fundamentally irreconcilable.
Now it is also a matter of pride for the two countries.

There isn't enough goats or cows for that one buddy,they have been butting heads over that piece of realestate for years,only US dollars put that conflict on standby when they were looking for Osama or Elvis because they were really going toe to toe until the sec. of state went over.
