Wet streets look shinier and hold their color more on camera. Many films and music videos do that for the look. :o)

I could be wrong, but I believe it has something to do with lighting the set. If you have a wet surface, a lot of the light will be reflected off the surface, not showing the road underneath. Otherwise when you light the car or whatever so that it looks good on film, everything else is lit up so well that it looks like daylight.
