Are you trying to use both at once? It's possible that only the first gets an IP address. Try turning off the laptop.
Otherwise, it is probably something in the network settings on the PC. For example, was the PC ever connected to another network? You may need to delete obsolete network interfaces.
Be sure you neighbor is OK with you using their connection.
