that term is just another way of saying they are 'ahead of everyone else'...could say they are ahead of the game, or closest to finishing or succeeding, depending on the context...either way, if you are in a competition or a race, you definitely want to be this, haha

I would need to read more, from from what you have said, I think it means that several movie studios are in the process of negotiations for some project (movie) and that apparently Vivendi's Universal Studios is closer to reaching an agreement than are the other studios.
