In North America, dawn is usually determined to be the time at which the Sun is calculated to be 6 degrees below the horizon. It comes from the times of navigation: In the morning, observations of stars had to be made before that moment, because the sky then gets too bright to see the stars used for navigation.

In winter, because the Sun's path is steep, dawn is approximately 30 minutes before sunrise. In Summer, it can be up to an hour before sunrise (which is earlier in Summer than in Winter).
