How about visiting nursing homes? The elderly love seeing and talking to the young ones.

Volunteering at the local animal shelter. A 10 year old can walk smaller dogs, spend time with them, or help with other things like fundraisers. When I was young, my local shelter sold calendars every years, so I helped with that. It was a very rewarding experience. It taught me patience, kindness, and understanding towards those that are helpless.
Good luck

As in what can he do around the neighborhood? How about sweeping porches for elderly neighbors? Raking leaves, helping with the gardening with elderly folks.

Why, are you trying to punish him/her?
Doing anything they really don't like would be one...
