Stop the flashing balloons?

Question

On some sites when I put the cursor pointing over a box the balloon that comes up flashs continueally. Doesn't do it here but does on Google and some others I go to. I don't use Google as a home page nor do I have their toolbar. I know the darned box is for "Google search" and the flash flash flashing drives me nuts. I don't see anywhere in Windows XP adressing this as an option. How do I get it set to not flash ?

you cant stop the flashing. Whoever made the website made it to do that. you have to contact the person to make them stop the flashing balloons.
