It is not very clear as to who first referred Ghandhiji as father of the nation, but while anouncing his death on 30th Januar 1948 - It was left to Nehru, now India's Prime Minister, to announce Gandhi's death on All-India radio: "Friends and comrades, the light has gone out of our lives and there is darkness everywhere. I do not know what to tell you and how to say it. Our beloved leader, Bapu ["Father"] as we called him, the father of the nation, is no more."-

Father of the Nation is a term used in many Countries to describe their Leader who led them to independence. Mahathma Gandhi is called such in India by other leaders out of respect. We cannot point out a particular person for this.

'Father of Nation' is a respect from the people who enjoyos the freedom and the usage is from the regular meetings of congress in the independent India in 1947. This is not referred by any particular person or not a decision made from a discussion.
The followers (here unbroken Congress) use to call and publish such respects to great people - like Abraham Lincoln, Chow-en-Lai, Martin Luter King, Mandela, and so on. And there is only one of it and unique. Please, don't try to give any credit to any person for giving such a position to such great people. It is like the question of 'who is the inventor of English Language?' or else.
