Before when i touched the inside of penis it hurt AND STUNG. But now it is completely normal to touch and doesn't hurt when i touch it during or before mastrubation.

How do you touch the inside of your penis. Are you a urologist using a probe or catheter? Your second sentence says it is normal at this time. Now I am really confused unless your nerve endings came back into your life.

I think you should be happy that it does not hurt any more. Or were you into the pain.
If you are un circumcised then you may have had an infection. Maybe consider having it done if you are having problems.
