Last time I checked, pigeons making a general nuisance of themselves by their swarming was not anything extraordinary. Or did I miss something?

At first, I wanted to laugh when I read the question. Boy, the goofy connections people make sometimes! I am a very rational person and I was just rooting around in this category to amuse myself. Some of the things people write are both hilarious and sad. But I feel you were sincere when you asked your question, so I will give a dignified response. Keep in mind though, that most people will continue to believe whatever they want, despite concrete evidence, reasonable explanations, eyewitness testimony and expert opinion. That's why OJ walked. So...
1) Your question assumes that doves symbolize something specific, in this instance, peace. Yet this connection is not universal. The "dove as peace" is a common symbol in much of Judeo-Christian culture and was often used in Western artwork beginning around the Middle Ages, so it is a fairly recent symbol. The dove is mentioned several times in the Bible, yet as a symbol, it has multiple meanings in addition to peace, including forgiveness and virginity.
Among the many other meanings associated with the symbol are "Holy Spirit", innocence, fertility, femininity, and romantic love. Try attaching one of these symbols to the Army Reserve building and you will get a frightening mental image! Yucccckk!
2) There are more logical reasons to see groups of birds on a building. There may have been a better food source nearby, a better vantage point for birdly observations, or the birds may have simply taken a group break as they migrated from one seasonal home to another. Perhaps they were mating. Also, I used to work in a downtown area of a large city. As soon as the building managers contacted a pest control firm to rid a building of a pesky flock of resident birds, the flock would simply vacate the roof for another building nearby.
3) Common doves and pigeons belong to the same subfamily, Columbinae, and several species of pigeon are smaller and nearly completely white, and are often mistaken for doves. Also most doves are NOT white, though popular culture tends to depict them this way. Pigeons are also somewhat more numerous and live in more places than doves, especially in urban areas, and they are also more likely than doves to gather in very large groups. How do you know these weren't white pigeons? Because that would mess up the whole symbolism thing, wouldn't it? In many parts of the world, pigeons mean only two things: poop and/or dinner.
4) I tend to think that if God wants to send us messages, He would be more direct, more emphatic, more clear. Why would God want to confuse us even more? Why send some "message" that only a few people will ever observe"? Why do you think God plays tricks? Why wouldn't God, who can do anything He darn well pleases, not just write "Surrender Bush!" in the clouds or something? I personally don't believe in any superstitions or omens. That stuff is best left in the Dark Ages. There are better explanations for things such as your dove conundrum. If you want to know if God has a message for you, I suggest you ask Him personally. Pray, OK?
5) This is neither coincidence or advice. Just a bunch of pigeons or maybe doves looking for a suitable habitat for a while.
Life is complicated enough without looking for hidden meaning in commonplace, easily explicable events. Spend some time finding powerful and meaningful ways to comprehend world events that doesn't involve trying to figure out if myths and superstitions should influence your judgement. Read a newspaper. Watch a documentary. Check out a book at your local library. Good luck!!!

Doves are a symbol of peace. Not exactly the thing you want on the roof of the recruiting center. Also, they will have trouble getting rid of the doves just becasue they ARE a symbol of peace.
God is sending a message, that we should focus on peace. It's never merely a coincidence if it makes people stop and think.

I'm not a Christian, but I think that a supreme being, like God, sent those doves as a sign to stop the war. I believe in those kinds of godly signs.

The doves are a nudge. We have free will. We are choosing-war or peace. The doves are a nudge-we are free to see it as a sign or not, but it is there.
One of my neighbors passed and the day of his funeral the pine tree filled with doves-mourning doves. I mentioned it to my other neighbor, who replied they did that a lot-however, it was and is the only time I ever noticed a large flock of them in that place.

I had not heard that. I don't believe in coincidences. Doves are the symbol of peace and there is a lot of pressure for the war to stop. I totally think it could be a sign for the war to end.

I think everything happens for a reason. You don't exactly have to be weird or paranoid about stuff. Just notice what happens around you and the signs might help. In this case, however, I don't see how doves are related to the war.
