Depends on what his interests are. You didn't mention how much you have to spend. A giftcard for blockbuster for $5 might be nice.

If your trying to be funny and foolish get him a book on getting a date. If not maybe just some candy,cologne,or a gift certificate/ card for $10,$15,$20, I wouldn't put anymore money on it then that though.

an adult nude pamphlet the type that can be purchased from the top shelf in any corner store. a 14 year old boy will get much pleasure and use outta of this type of thing

buy the boy a little calendar of some swim suit models you should find one that is in that price range . if you prefer buy him a calendar of cars or skate boards.
lastly you could buy the boy a bag of ice to put on his you know what so he will not think about girls so much.

prob gift certificate to like a clothing store (over here it would probably be like american eagle or abercrombie) personally, i like guys in more expensive brands (just looking at them not how nice they are) such as armani and stuff. or you could get like some good colognes for him.

he is into sports, music? if still nothing great... try going to a crafts store getting a small basket. Fill it will all kinds of christmas candy and other things... just put your mind to it.
