your neighbor has a dog but never takes it out before going out on the weekend? This poor dog has been barking and whining for almost 5 hours now! And now she's throwing herself into the front door trying to get out! I feel bad for the poor thing but at the same time I wish she'd just go pee or poop on their bed so we could have some peace and quiet! And don't you agree that ot's just irresponsible and cruel of the owners to do this? They know she needs to go out!

It is very cruel. Call animal control. They will go get the dog, with the aid of the police to get in, and hold the dog till they get answers from the owner. It would be great if the dog can 'go' to the bathroom, but she only knows about the outside bathroom.

I know kind of how you feel, my neighbors keep their dog on a 4 foot chain all day out in the yard, with no shelter, and almost always no food or water. they just recently got him a dog house, but the door is too small for him to get into. what is the purpose of having a dog if you treat it that way?

I know what you mean. Only my neighbors have a dog that they are mean to and put it out and it yelps and barks and cries every stinkin day. They pay no attention to it and only bring it in when they want it in. Its a tiny dog and it gets damn cold where I live. I would say if they keep it up, call the ASPCA on them. I'm about to call on my neighbors!

Yes, it is cruel. I would report them to the police. If the neighbors are not going to care properly for their dog, then they do not need it, nor does the dog need them.

it is cruel to the animal can you call your neighbor on their cell,if the dog is in distress call the police,hate to say this something could have happened car troubles,accident...you are a good heart for caring or you are annoyed to the point of caring
