I just wanted to know how is a sorority supposed to know that you're interested in joining if you're not supposed to let them know that you're interested.

You're looking at an NPHC sorority correct? They will often have information nights if they're accepting a line. If they aren't having those in your area, your best bet is to get to know several of the members through classes or other activities. They may be able to give you subtle guidance.
