I don't know if it is a crime, but it is probably against the rules/code of conduct he is supposed to follow. Contact the chief of police's office and lodge a complaint.

Most towns/cities do not allow a police officer in uniform to do any type of solicitation or sales.

Yes, a police officer is on duty 24 hours a day, 7 days a week.

Although, I'm not quite sure I understand your situation? Sure, he can drive over to your house in a police cruiser. Some counties require that a police officer always and only drive their police cruisers. If he was in uniform, then it means that he could have been on his way home from work and stopped at your house while still in uniform. It's no different then when you stop at the store on the way home from work and are still in your work uniform or work clothes.

Does it matter? Did you feel compelled to buy because he was on duty? You said you invited him in, and you told him you were not interested.

That should be the end of it, why is the question being asked at all?

Answer is no, when he is done with his shift and off the clock, he is not on duty.

Why would it be either unethical, or a crime? As far as I know, someone telling you they have a house for sale doesn't interfere with any of your rights as a citizen, does it?

He wasn't on duty but he could still arrest you if you committed a crime. I don't see any ethical problem here.
I don't even get what you're complaining about. If he didn't hurt you why would you want to hurt him?

I don't think it's either unethical or criminal. If a pepsi delivery man went to your door in his uniform would you think it was unethical or criminal?
