For federal purposes, you may claim an exemption for your 21 year old daughter if:

1. She is not claimed as an exemption on any one else's return,
2. She is single or ,if married, does not file jointly,
3. Has yearly gross income is less than $3,300, AND
4. You have provided more than 50% of total support for the year.

There are also special exceptions for permanent disabilities and other special circumstances, but you must be able to prove the what you are claiming.

If she lived with you all year, and you provided full support, then you probably can claim her for federal.

State rules can differ from federal, and would affect only your state return, but sounds like you've already checked out that side of things.
