When a dune is formed, the wind moves individual grains along the inclined windward surface until they reach the crest (top of dune) and then cascade down the steep leeward side.

Think about it, the windward side is being blown up the "hill" of sand and eventually goes over the top where it slides down in variious "sheets" of sand until all action stops for a time. What is left are the ripples of sand formed from the gravitation that allowed all those particles of sand to stop where they will. Thus the ripples that are so famous, and beautiful in pictures, (not so much if you are stranded there) are formed on the leeward side of the dune.

The leeward side is hotter & drier. You will need to irrigate your yard & the Board of Water Supply encourages people to xeriscape (use plants that don't require a great deal of water). But there certainly are trees & vegetation anywhere you go on Oahu. The windward side is cooler, with more rain. You won't need to water your yard. Some people find the windward side too rainy (not me). For me the bigger issue would be traffic. If you are going to be working in or near downtown Honolulu & do not have a flexible work schedule, then I would not recommend you buy any further west than perhaps Aiea. The traffic from central & leeward Oahu is really bad. If I could afford to live in town, I would love to live in Manoa or Kaimuki. But if you need to commute, I think either the windward side or Hawaii Kai are more liveable than central or leeward Oahu, mostly based on traffic. It will cost you more to buy there vs central or leeward Oahu, but I think it is worth it. Good luck with making the right decison for you & your family. PS... missed the army wife part. That changes things. Mililani is a nice community near Schofield. Or Waipio.
