Have you ever been to detroit lover girl? Its not any worse than Cleveland or lots of other cities ive been to.There are improvements happening all the time its much better than it was. so my answer to the question is no. if enough effort is put in to it by the community and the city government, a city can be improved without being destroyed and altogether rebilt.
