The scene is one where legolas and gimli(the dwarf) are in a battle and counting aloud each kill they make in a contest. For example, legolas takes down a large tusked animal with multiple people on top and the dwarf says "that counts as one". I am pretty sure it is not the first movie. Please please do not just randomly guess one of the movies as a means of point getting.

The Two Towers is the first time and more longer scene they do it, but they also do it a bit in the third movie. The tusked scene was in the third movie (Return of the King).

The large tusked animals didn't come into play until "Return of the King".

They were like elephants with four tusks.

Yes... it was the next to final battle in the third movie. The final battle was at the gates of Mordor. Trust me on this. The scene you're talking about was definitely NOT in the second movie.

That is from the last movie, the Return of the King. I remember going to see it in theaters, and my dad laughed at that part. It's called an oliphaunt. I'm not sure if I spelled it right, though.

It's number three ("King") at the battle of Pellanor fields (outside Minas Tirith), although they do the same in film two ("Towers") at Helm's Deep

They start keeping track of kills during the battle of helms deep (2nd movie) and they keep it up until the final battle at gondor (3rd movie)

it is most likely the 2nd movie, the battle of helms deep. There aren't any tusked animals, but that is where they have their "competition"
